The District was incorporated as a County Water District in 1925 and operates under County Water District Law commencing at Water Code Section 30000 et. seq. The District is a form of local government created by the citizens of Laguna Beach to deliver public services to a particular area.
On June 3, 1998, the District and City of Laguna Beach filed an application with the Local Agency Formation Commission (LAFCO) of Orange County California proposing that the District become a Subsidiary District to the City while continuing to exist with all the powers, rights, duties, obligations, and functions provided for by the County Water District Law.
Board of Directors
The District's Board of Director's is comprised of the publicly elected Laguna Beach City Council members. They provide local control over the policies and decisions affecting water service in the community. The Board meets quarterly and the public is welcome.

The District's five member Commission is appointed by the Board of Directors to serve in an advisory capacity to the Board. Commission members are appointed for a period of two years. The Commission meets the second and fourth Tuesday of each month at 4:30 p.m. in the District's offices at 306 Third Street, Laguna Beach. The public is welcome to attend.
Bruce R. Scherer - Commission Chair
Residing in Laguna Beach for the past 49 years, Bruce Scherer is the District’s current Commission Chair and has dedicated his expertise and services to the District for the past 30 years. Scherer served as a Director for the Water District from 1976 until the reorganization of the District into a subsidiary District of the City of Laguna Beach.
Receiving a Bachelor of Science degree in Mechanical Engineering from the University of Southern California (USC) and as a General Contractor for more than 30 years, he offers unique knowledge of construction, maintenance, and operation of water supply and distribution systems to the District. Scherer has also served as a charter member of the Board of Directors on the Association of California Water Agencies Joint Powers Insurance Authority and was selected to serve on its Insurance and Personnel Committee.
Scherer has been a leader in establishing water conservation policies and has worked diligently to ensure that Laguna Beach continues to receive high quality water and District programs that are cost effective, within budget, and consistent with the mission of the District. |
Susan M. Trager - Vice Chair
As a resident of Laguna Beach for 26 years, Susan M. Trager has served on the District’s Commission since 2000.
Trager practices water law and is involved in issues such as water rights, groundwater contamination, water resources development, eminent domain, and municipal and environmental law. Trager’s expertise focuses on the regulatory requirements of the Environmental Protection Agency, the U.S. Fish and Wildlife Service, the California Department of Fish and Game, the U.S. Army Corps of Engineers, and the Regional Water Quality Control Boards, Santa Ana Region and San Diego Region.
Her professional history also includes several print publications such as ABA National Resources & Environment Magazine and she is the author of countless book publications. Trager is also an advisor to Chapman University School of Law Program of Environmental, Land Use, and Real Estate Law as well as a faculty member of CLE International, Conference on California Water Law.
Trager received her Bachelor of Science degree in Journalism from the University of Colorado, Boulder and a Juris Doctor Degree in Law from Golden State University School of Law in San Francisco. |
Marvin C. Johnson - Commissioner
As a Laguna Beach resident for 16 years, Marvin Johnson exhibits a solid commitment to the community through his extensive involvement as a docent for the Hortense Miller Garden and Laguna Coast Wilderness Park; a board member at Laguna Greenbelt Incorporated; and a volunteer for the Friends of the Laguna Beach Library Bookstore. Johnson also served on the Open Space Committee for six years and served two of those years as the committee chair. Johnson’s interests lie in water conservation and finding local solutions to Laguna’s water supply. |
Mark B. Lewis - Commissioner
Commissioner Mark Lewis is a 20 year resident of Laguna Beach and has served on the District’s Commission since 2005. As the City Engineer for the City of Fountain Valley, Lewis brings to the Commission extensive knowledge working with various water agencies and organizations. Working in North Orange County has provided Lewis with a broad perspective of the various water issues that face South County and in particular Laguna Beach. His passion is to improve and seek new methods for delivering reliable and affordable water to the District’s customers. Lewis is active in the community as a coach and tutor in youth sports and academics. |
Deborah K. Neev - Commissioner
Deborah Neev has served as a commissioner for the Laguna Beach County Water District since 2002. For the past year, Neev has represented Region 10 for the Association of California Water Agencies (ACWA) serving on the groundwater committee. Most recently, she was appointed by Governor Arnold Schwarzenegger to serve on the Santa Ana Regional Water Quality Control Board.
Neev has been a resident of Laguna Beach for the past 9 years. She brings more than 20 years of experience to the District’s Commission through her worldwide expertise in program and project management for water and wastewater, transportation and environmental projects. She has also served on the Scientific Advisory Board; was past president and current Director of the Harbor Association of Industry and Commerce; is the current director for Western States Petroleum Association (WSPA), and served on the Southern California Pipeline Safety Advisory Board. She holds a Bachelor’s of Science degree in Geophysical Engineering from Colorado School of Mines and is considered a valued addition to the District’s committee. |
