 
Since its incorporation in 1925, the District has designed and constructed 130 miles of pipelines, 14 pump stations, and 24 reservoirs. Currently, 21 of the reservoirs are still in use with a total storage capacity of 33.5 million gallons.
In 1955, the District’s one and only bond for capital improvements was paid off. Since that time, the District has endeavored to stay out of debt and pay off all capital projects while they are being constructed. This philosophy continues as the District plans projects well into the future. A 10-year plan of capital projects has been developed based on the District’s current Master Plan. The 10-year plan is reviewed and updated on an annual basis. Future projects include cast iron pipe replacement, fire flow improvements, participation in regional water reliability projects, and alternate water source projects. New capital projects completed in 2008-2009 - San Joaquin Reservoir Solar Bee Installation The District has utilized Solar Bees at other reservoirs throughout the area. These devices have proven to be a very effective for improving water quality. The estimated cost of this project is $40,000.
- Temple Hills-600 Reservoir Roof Replacement The estimated cost of this project is $15,000.
- Summit Reservoir Paving Project This project will allow better access into the facility and will avoid soil leaving the facility during a rain event. The estimated cost of this project is $15,000.
- Reservoir Chlorinator Units This project consists of the installation of chlorine feed units at Jahraus, Zitnik, El Moro, Moorehead, and Rimel Reservoirs. When completed, this project will replace the current manual approach of applying chlorine to the reservoirs to protect water quality. The estimated cost is $15,000.
- Meter Replacement - This is an ongoing program to replace damaged or worn out water meters throughout the distribution system. This year, the District plans on spending $25,000 on this item.
- Valve Replacement - The District has an ongoing program of inspecting and exercising valves throughout the distribution system. A list is generated of valves that no longer function properly. Money is set aside annually to replace these valves. This year, the District plans on spending $200,000 on this item.
- Fire Hydrant Replacement - The District has an ongoing program of inspecting and exercising fire hydrants throughout the distribution system. A list is generated of hydrants that no longer function properly. Money is set aside annually to replace these hydrants. This year, the District plans on spending $100,000 on this item.
- Iris Way - Replace 500 lineal feet of 6-inch cast iron pipe with 6-inch PVC pipe and 6-inch HDPE pipe using a combination of open trench and pipe-bursting techniques. Estimated cost is $271,000.
- North Coast Highway at Bay Crest Drive - Replace 70 lineal feet of 8-inch cast iron pipe with 8-inch HDPE pipe using the pipe bursting method across North Coast Highway. Estimated cost is $83,000.
- Easement across Rim Rock Canyon south of Cerritos Drive - Replace 1,000 lineal feet of 8-inch cast iron pipe with 8-inch HDPE pipe, using the pipe bursting method. Estimated cost is $400,000.
- Allview Terrace Install 200 lineal feet of 10-inch pipeline to loop the distribution system and improve system flow. Estimated cost is $140,000.
