Year-round Water Use Restrictions

California is currently experiencing a water supply shortage that is different than any we have ever been faced with before. Three straight years of below-average rainfall, low snowmelt runoff, and the largest court-ordered water transfer restrictions in state history have created a statewide water-supply emergency.

On July 1 2009, the Laguna Beach County Water District’s (District) wholesale supplier has reduced water deliveries to the District by 13.3 percent, which means we must meet customer demands with far less water in the coming year. If we exceed our water supply allocation, substantial penalties could be assessed that would ultimately be reflected on customer’s bills. 

To avoid these costly penalties and help ensure a reliable supply for everyone, the District has implemented mandatory “common sense” water use restrictions that apply to all customers. These restrictions are in effect at all times, and if not adhered to, represent waste and unreasonable use of water. A summary of these prohibitions is listed on the reverse of this flyer.

In addition to adhering to the restrictions, customers can help by reducing their water use each day­­—at home and at work—by implementing simple strategies for both indoor and outdoor water use. Just a few changes in routine can make a big difference in your water usage.

In Laguna Beach, water is precious and certain uses of water are prohibited at all times. Effective July 1, 2009, All Laguna Beach County Water District customers are prohibited from:

  1. Irrigating Landscaping between 8 a.m. and 8 p.m.
  2. Allowing excess irrigation water to flow onto the sidewalk, gutter, street, etc.
  3. Permitting leaks from any pipe or fixture to go unrepaired.
  4. Hosing down sidewalks, walkways, driveways, or parking areas without using a hose with a shutoff nozzle. 
  5. Washing vehicles without using a bucket or hose with a  shutoff nozzle.
  6. Installing decorative water fountains or water features that do not recirculate water. 
  7. Serving water in restaurants unless specifically requested.
  8. Not providing Hotel guests with the option to not launder linens.
  9. Using water from fire hydrants without authorization.
  10. Using water wastefully and without purpose.
  11. Using non-conserving kitchen spray valves in restaurants.
