If you are moving in or out of our community, you must request your service to be connected or disconnected by completing an Application For Water Service.

Starting Water Service
To start service, please call the District at 949.494.1041 during normal business hours (Monday-Friday, 8:00 a.m. - 5:00 p.m.). When you call to set up water service, you will pay an account administration fee of $25.00 which will appear on your first water bill. The account administrative fee covers the administrative costs associated with starting water service. It is not a deposit and is non-refundable.

  • If you are a property owner: All accounts, whether the property is to be rented or leased, must have owner authorization to setup a tenant account.
  • If you rent or lease: Property owners may authorize their tenants to be billed directly for payment purposes; however the owner will be responsible for all unpaid charges.

Establishing credit
All new account holders are required to establish credit worthiness before service can begin. The applicant can demonstrate established credit by showing they received service for 12 consecutive months from their previous water provider without being discontinued for nonpayment. Prior service must have been in the applicant’s name to use for establishing credit. If credit worthiness cannot be established, a deposit will be required.

For your protection
To protect our customers from identity theft, you will be required to provide proof of identity when establishing or changing water services. Only the primary applicant listed on the service agreement will have access to account billing and payment information. If you would like a spouse, relative, or 3rd party to have access to your utility account billing information, please add that information to your application, or send written authorization to our Billing Department by mail or by fax .

Stopping Water Service
To cancel service, please call the District at 949-494-1041 during normal business hours (Monday-Friday, 8:00 a.m. - 5:00 p.m.) and request a final billing. We will read the meter and prepare a final bill for service to be sent to you no later than the next regular billing cycle for your address. There is no additional charge for a final bill.
