Laguna Beach County Water District (District) is proposing multi-year water rate adjustments to maintain a reliable, safe, and financially stable water system. Key highlights behind the need for proposing multi-year rate adjustments include the following:
- Imported water costs from regional suppliers continues to increase which accounts for 17 percent of the proposed rate adjustment.
- Increased investments to replace aging infrastructure to improve reliability, avoid costly emergency repairs, and control long-term costs accounts for 20 percent of the proposed rate adjustment.
- Increased investments into local water supply related infrastructure to increase overall water supply reliability accounts for 14 percent of the proposed rate adjustment.
- A high-level of inflation over the last few years has increased labor, benefits, supplies, services, and material costs which accounts for 49 percent of the proposed rate adjustment.

Customers are billed on a bi-monthly basis (six billing cycles per year). Each bill includes a fixed service charge and a commodity charge based on the quantity of water used during the billing period. To help estimate how the proposed adjustments may affect your water bill, the District has created the bill comparison calculator below. We recommend having your current water bill handy, as you’ll need a few figures from it to complete the estimate.
Notice of Public Hearing
This Notice of Public Hearing provides information regarding proposed water service charges to District customers pursuant to the requirements of California Constitution Article XIII D (commonly referred to as Proposition 218). You have received this notice 45 days prior to the Public Hearing scheduled for May 28, 2026 at 5:30 p.m. because you are the water customer responsible for payment of water service charges or are the owner of record for a property that receives water service. The hearing will cover the proposed multi-year rate adjustments for water services. If you are responsible for more than one bill, you may receive more than one notice. If approved, the first adjustment would take effect July 1, 2026, and appear on bills beginning September 1, 2026.Additional adjustments would take effect July 1 of each year from 2027 through 2030. Upon adoption, the scheduled adjustments for years two through five would take effect without further rate hearings, provided they do not exceed the amounts noticed herein. The District retains discretion to adopt rates lower than those proposed.

Your Opportunity to be Heard
You have the opportunity to comment on the proposed adjustments before a decision is made.
- Attend the Public Hearing: A Public Hearing is scheduled for May 28, 2026, at 5:30 p.m. at the District's headquarters, 306 Third Street, Laguna Beach.
- Submit a Written Protest: Water rates are subject to majority protest, which means if the owners or customers of record of a majority of impacted parcels submit written protests against the adjustments, the District cannot institute the new rates. In accordance with Proposition 218, only one written protest per parcel will be counted. To be valid, a protest must:
- Be in writing specifically stating the proposed rate adjustments that are being protested.
- Contain sufficient information identifying the property where District water is served, such as Assessor’s Parcel Number, customer account number, or street address.
- Be signed, with the name of the person signing clearly printed.
- Clearly identify the person’s interest in the property (e.g. record owner or account holder on record).
- Be timely received. Protest letters must be received prior to the conclusion of the Public Hearing. Postmarked envelopes on or before May 28 are not timely if the mailing is not actually received by the District’s Secretary of the Board before the end of the Public Hearing on May 28; and
- Protests can be mailed or dropped off at the Laguna Beach County Water District, 306 Third Street, Laguna Beach, CA 92651. All protests are disclosable public records.
California law requires customers to raise concerns about proposed water rates directly with the District before taking further action. This is called the “exhaustion of administrative remedies” process. In simple terms, it means that if you believe the District has not complied with Proposition 218, you must submit a written objection during the public review period. This gives the District an opportunity to review and address concerns before rates are considered for adoption.
AB 2257: "Exhaustion of Administrative Remedies" Process
Property owners or customers of record may file an Objection to the proposed rates under AB 2257. A valid Objection must:
- Clearly explain why you believe the proposed rates do not comply with Proposition 218, with enough detail for the District to review and respond. For example, stating that the proposed rates are too high, or that they are illegal without an explanation as to why, will be insufficient to constitute a valid legal objection.
- Include the parcel address or assessor’s parcel number.
- Include the name and signature of the individual submitting the Objection.
Objections may be submitted by mail or hand delivered to 306 Third Street, Laguna Beach, CA 92651, provided they are received no later than 4:30 pm on May 14, 2026. Failure to timely object bars any right to challenge the proposed water rates through a legal proceeding.
The District's Cost-of-Service Study constitutes the written basis for the proposed rates.
Note: Under California Government Code section 53759, legal challenges must be filed within 120 days after the date on which the resolution adopting the proposed rates is adopted.
